Hurricane Loss Mitigation Program (HLMP)- FY 2020-2021
The City of Deerfield Beach announces availability of federal and state funding for the owner-occupied home rehabilitation, purchase assistance and comprehensive wind mitigation and hardening of single-family homes. Home Rehabilitation funding is for low to moderate-income residents, which includes assistance for health, safety, and code violation issues. Purchase assistance homebuyer funding is available for low to moderate income persons to purchase a home in the City of Deerfield Beach. Hurricane Loss Mitigation is to assist owner occupied resident’s with wind mitigation and hardening of single-family homes. Eligible homeowner rehabilitation and purchase assistance applicants can receive up to $50,000 of assistance and Hurricane Loss Mitigation applicants can receive up to $25,000 of assistance.
The City is an entitlement recipient of federal funds and receives an annual allocation from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) program. In FY 2020/2021, the City received $352,000 for home rehabilitation and purchase assistance.
The City of Deerfield Beach expects to receive funding through the HOME Investment Partnership (HOME) FY 2020-2021, from Broward County Environmental Protection & Growth Management Department (Broward County Consortium) for activities that benefit low and moderate-income household up to 80% AMI, approximately $199,443. Funding will be used for the Homeowner Rehabilitation Program and Purchase Assistance Programs.
The City of Deerfield Beach received $194,000 in funding from the State of Florida Division of Emergency Management Hurricane Loss Mitigation Program (HLMP) to benefit owner-occupied single-family homes with comprehensive wind mitigation and hardening. Examples of activities included in mitigation are replacing of roof coverings/re-roofing, installation of window and door opening protection, installation of hurricane straps and application of secondary water barriers.

Community Development Block Grant Program Consolidated Annual Performance Evaluation Report
(CAPER FY 2019/2020)
The City of Deerfield Beach has completed its Consolidated Annual Performance Evaluation Report (CAPER FY 2019/2020) as required by the U.S. Department of Housing and Urban Development (HUD) under 24 CFR Part 91. This report assesses the City’s performance for FY 2019/2020 relative to the expenditure of funds provided by HUD and other public and private entities. The City of Deerfield Beach a recipient of CDBG funds is required to provide citizens with a 30-day opportunity to comment on the FY 2019/2020 CAPER located at http://www.deerfield-beach.com/1769/Approved-Docs.
The 30-day public comment period will commence October 26, 2020, and end November 24, 2020. Citizens are encouraged to review and comment on the CAPER during the 30-day comment period via email at email@example.com. The City of Deerfield Beach City Commission is scheduled to hold a Public Hearing on Tuesday, December 1, 2020, the CAPER is on the Agenda for Commission’s consideration.
