Housing & grants
The Housing & Grants Division offers a wide range of affordable housing grant programs to provide accessible opportunities for income-eligible prospective and current residents, to participate in housing assistance programs administered under the Community Development Block Grant (CDBG), State Housing Initiatives Partnership (SHIP), and Home Investment Partnership Programs (HOME).
Purchase Assistance
The Purchase Assistance Program provides income-eligible first-time homebuyers with a down payment and closing cost assistance to purchase a residential property in the City of Deerfield Beach. Assistance is in the form of a 0% interest deferred second loan that reverts to a grant if all program conditions are met. The program is administered by the City of Deerfield Beach Community Services Department in coordination with the Deerfield Beach Housing Authority (DBHA) and funded through entitlement grants from the Community Development Block Grant (CDBG), State Housing Initiatives Partnership (SHIP), and Home Investment Partnerships Program (HOME).
Funding is limited and will be awarded on a first-come, first-qualified basis. Eligible properties include single-family detached homes, condominiums, townhomes, and villas. The maximum amount of assistance per applicant is $70,000.
To qualify for the program, applicants must meet the following criteria:
- Have household income that falls in the category of very low, low, and moderate-income in accordance with the Department of Housing & Urban Development income guidelines. Refer to the income chart below.
- Be a first-time home buyer which by HUD’s definition includes applicants who have not owned or had an interest in a home within the last three years before applying.
- Purchasing Deerfield Beach residential property as primary residence;
- Have a mortgage pre-approval from a lender at the time of application submittal
- Have an executed real estate contract at the time of application submittal

Rent and Utility Assistance Program
The City of Deerfield Beach is accepting applications for Rental and Utility Assistance. The program provides income-eligible city residents that have been financially impacted (i.e. job loss, pay-cut) by COVID-19 with up to $10,000 for past due rent and utility expenses. The program is funded through the Community Development Block Grant Coronavirus (CDBG-CV) and State of Florida Coronavirus Relief Funds (CRF). Payments are made directly to property owners, landlords, and/or utility companies.
To qualify for the program, applicants must meet the following criteria:
- Have household income that falls in the category of very low, low, and moderate income in accordance with the Department of Housing & Urban Development income guidelines. Refer to the income chart below;
- Demonstrated loss of income due to COVID-19; and
- Demonstrated hardship.
All applications require the following documents:
- Proof of residency (I.D. or Valid Driver’s License)
- Proof of Income
- Proof of loss of income (due to COVID-19)
- Hardship Letter (explaining loss of income due to COVID-19)
- Notice of delinquency for rent and/or recent utility bill (light, water, and natural gas) showing past due amount
- Two most current years signed Federal Income Tax Return or Transcript from the IRS
- W-9 for Landlord

- What is COVID-19 Rental & Utilities Assistance Program?

The COVID-19 Rental & Utilities Assistance Program provides rental assistance to eligible Deerfield Beach residents who have experienced loss of income, reduction in hours, or unemployment as a result of the COVID-19 pandemic. Assistance will only be provided for past due rents & utilities beginning on April 1, 2020 and onward. Eligible applicants must be able to continue to make payments and meet basic needs once assistance is provided.

No, this assistance is not a loan; it is a grant and will not have to be paid back. However, if the City discovers that a recipient has falsified documents or has defrauded the program, the money will have to be repaid.
- I live in a rooming/halfway house can I apply?

Homeowner Rehabilitation Program
The City of Deerfield Beach administers two Homeowner Rehabilitation Programs. They are as follows:
- Home repair assistance to income-eligible owner-occupied households in Deerfield Beach to promote a safe environment. Eligible repairs include home, weatherization, and energy efficiency retrofits. The program is funded through entitlement grants from the Community Development Block Grant (CDBG), State Housing Initiatives Partnership (SHIP), and Home Investment Partnerships Program (HOME) and administered by the City of Deerfield Beach Community Services Department in coordination with the Deerfield Beach Housing Authority (DBHA). Assistance will be provided in the form of a 0% interest deferred second loan that reverts to a grant if all program conditions are met.
- Assistance to eligible owner-occupied, single-family properties for qualified wind resistance repairs and installations to mitigate hurricane loss. Eligible activities include roof covering replacement, reroofing, window installation, door opening protection, hurricane strapping installation, and application of a secondary water barrier. The program is funded by the Florida Division of Emergency Management Hurricane Loss Litigation Program (HLMP). All repairs and installations must be constructed in compliance with the Florida Building Code and Manufacturers Specification.
- The maximum award amount of assistance, per qualified applicant varies by Low-to-Moderate Income Level and will not exceed $70,000.

Micro-Enterprise Grant Assistance Program (funds are not currently available)
The City of Deerfield Beach is accepting applications for the Micro-Enterprise Grant Assistance Program. The program, established to provide small businesses (five or fewer employees) impacted by COVID-19 with financial assistance to meet operational obligations, is grant-funded. Eligible expenses include business lease or mortgage payments, utility payments, debt payments, payroll, and inventory. The goal of the program is to support the business community's efforts to remain viable and maintain staffing during the pandemic.

CITY OF DEERFIELD Beach community PARTICIPATION grant
Grant Purpose
The City of Deerfield Beach is committed to supporting organizations that contribute to the public welfare of its community. The Community Participation Grant program was established to provide financial resources to local non-profit organizations that assist the City in serving a valid public purpose.
Funding
The total budget for the Community Participation Grant program is subject to approval annually, during the City’s budgeting process. The number of grants awarded is at the discretion of the City Commission and is based on the availability of funds.

The Fiscal Year (FY) 2024 Community Participation Grant program application cycle is now open.
