The main responsibilities of the Human Resources Department are to provide support & promote continuity and cooperation among the City's various departments and its employees. As a consequence, the department must comply with the mandate to meet objectives in recruitment, selection, and retention of a skilled and diversified workforce in compliance with established policies and procedures, federal, state, and local laws which govern all employment activities.
The Human Resources Department assists with the educational aspect of understanding workforce implications and the market/customer implications. This means it is important to understand the changing nature of the workforce trends and the changing nature of society. There are a myriad of functions and action items that are addressed by the Human Resources Department on an ongoing basis. The linkage of human resources strategies and programs are tied to this organization's vision, mission, strategies and business objectives. Therefore, it is important that the Human Resources Department play a strategic role in the recruitment, hiring, development, and retention of every employee.
To assist departments in hiring the best and most qualified person for a vacancy, the Human Resources Department is required to follow and/or coordinate a series of steps that include the following:
| Determination is made that a vacancy needs to be filled. |
| The hiring criteria are established. |
| The position is posted internally and/or externally by actively recruiting applicants through a variety of methods, job postings, newspapers, brochures, etc. Jobs are posted for a minimum of six working days. However, in instances where there is need to expand the applicant pool, jobs are posted for an extended period until a closing date is established. |
| Applications are accepted within the time period of the posting dates. |
| Applications are screened and candidates are selected for interview. |
| The interview process is planned. |
| Interviews and other assessments are conducted as is deemed necessary. |
| The interview panel for City Manager approval selects a final candidate. |
| City Manager approves the final candidate and an offer is made. |
| Candidate accepts offer and Human Resources Department staff conducts a background check and schedules final candidate for physical examination and drug screen testing date. |
| The new employee reports to work and Human Resources Department staff conducts employee orientation. | |
