Planning & Development Services
The Department of Planning & Development Services is comprised of two divisions: the Planning & Zoning Division and the Building Division.

Planning & Zoning Division

The Planning & Zoning Division is responsible for long-range and comprehensive planning; current or neighborhood and project planning; maintenance and administration of the City's zoning code, which includes administration of sign permits, and the Certificate of Use program; and the operation of the City Landscape Architect, which inlcudes landscape design for City properties, issuance of landscape and tree removal permits, and developing and maintaining various community landscape programs.

Building Division

The Building Division is responsible for enforcing codes and ordinances ensuring safe, sound and progressive development of commercial and residential properties.  Renovations, remodeling and construction are all closely monitored, while code inspections are conducted systematically.  The division complies with guidelines established by the Florida Building Commission and the Broward County Board of Rules and Appeals.  The Building Division has three major areas of responsibility: building permitting, burglar alarm permitting, and the identification and removal of unsafe structures in conjunction with the Unsafe Structures Board.

Planning Boards
Following are brief descriptions of the City boards for which the Planning and Development Services Department provides administrative support.  The board members are appointed by the City Commission.  Persons interested in serving on any of the boards are encouraged to contract either the Planning and Development Services office or the City Clerk for an information/application form.

The Planning & Zoning Board is an advisory board to the City Commission on, as its name implies, planning and zoning matters. The Board reviews and holds public hearings and makes recommendations to the City Commission on site plans, plats, vacation and abandonments of public rights-of-way, rezonings, and Land Development Code amendments.  They also review and advise the City Commission on all matters pertaining to the content of the City’s comprehensive plan, including land use plan amendments. The Board is comprised of five (5) regular members and five (5) alternate members, all of which must be residents of the City.  The Planning and Zoning Board meets the first Thursday of each month at 7:00 p.m. in the City Commission chambers.  All recommendations of the Board are presented to the City Commission.

The Community Appearance Board reviews and decides on the exterior aesthetics, or appearance, for multi-family, commercial, and industrial properties in the City.  All site plan, building permit, and cosmetic change applications for these properties, as well as all sign permit applications must be approved by the Community Appearance Board. The Board is comprised of five (5) regular and five (5) alternate members, all of which must be either residents of, or have a business in, the City.  In addition, the membership must be comprised of at least one (1) Florida architect, at least one (1) registered landscape architect, and at least one (1) sign contractor.  The remaining members must be either a Florida registered professional engineer, a Florida licensed general contractor, an urban planner, or have a Fine Arts degree or similar background. The Community Appearance Board meets the second and the fourth Wednesday of each month at 7:00 p.m. in the City Commission chambers.  Decisions made by the Board may be appealed to the City Commission.

The Zoning Appeals Special Master hears and decides on zoning variances, conditional uses, and appeals of administrative decisions.  The Zoning Appeals Special Master meetings are held on the 4th Thursday of each month at 3:00 p.m. in the City Commission chambers. The Special Master holds a public hearing on each appeal before making a decision.  Any party to a proceeding before the Special Master may appeal the decision of the Special Master by a writ of certiorari as provided by the Florida Rules of Appellate Procedure.
